The stablecoin project Libra, initiated by Facebook, released its revised whitepaper on the evening of April 16th, adapting to international regulatory requirements and proposing issuing multiple single-currency stablecoins to alleviate concerns about government influence on currency. The Libra project has transitioned from a standstill to the phase of financial payment license review.

In the early hours of April 7th Taiwan time, David Marcus, co-founder of Libra, announced on Facebook that Libra has found its CEO: "Today is an important milestone as the Libra Association announces Stuart Levey as CEO. I can't think of anyone better suited for this leadership role. Stuart has served as the first Under Secretary of the Treasury for Terrorism and Financial Intelligence in both the Bush and Obama administrations. He then moved to London to become the Chief Legal Officer at HSBC. Stuart has an impeccable global reputation, essential integrity, and expertise that can bring the full potential of Libra to the billions we hope to serve together."

Stuart Levey is currently employed at HSBC but plans to officially assume his role at Libra this summer. Stuart Levey stated: "I look forward to working closely with governments, regulators, and all of our stakeholders to realize this vision." Katie Haun, General Partner at venture capital firm Andreessen Horowitz and board member of the Libra Association, mentioned that Stuart Levey's bipartisan reputation and influence in the United States, along with his expertise in financial regulation, will help Libra strike a balance between innovation and regulation.

It is believed that the appointment of a well-connected financial regulatory expert in the political arena by Libra is undoubtedly aimed at reducing the impact of its biggest obstacle - government regulation.
