Digitization Department Web3 Service Plan: Strengthening Digital Democracy and Autonomy

The Taiwan Digitization Department project focuses on enhancing citizens' digital autonomy and assisting in the operation of democratic societies. The core concept of this emerging technology is to promote digital public infrastructure through decentralized identity architecture and decentralized autonomous organizations. It also involves participating in international multilateral organizations to achieve goals such as digital democracy, smart nation, public program interoperability, and standards alignment.

According to the 7/11 announcement, the Digitization Department has started to tender the "Decentralized Verification and Authorization System Service Design Project."

Taiwan Digitization Department Explores Web3 Development Path: Political Applications

The Taiwan Digitization Department states that based on the spirit of digital democracy, Taiwan will establish and promote a development path for Web3. This includes analyzing the development direction of Taiwan's Web3 digital public goods, implementing Digital Civic Infrastructure for digital citizens, and expanding cooperation with international forward-looking organizations through participation in international activities. By researching and realizing the various possibilities of applying diverse technologies in democratic societies, Taiwan ensures its place in the global map of digital democracy.

Taiwan Digitization Department Plans to Implement Decentralized Identity Architecture

The Digitization Department states that to meet the demands of the next generation of digital services, Taiwan will implement a digital public infrastructure plan for Decentralized Identifiers (DID) and Verifiable Credentials, also known as Digital Wallet.

These technologies will strengthen digital autonomy, align with international standards such as the World Wide Web Consortium (W3C), and promote global interoperability of credential technologies. Additionally, Taiwan will establish a personal verifiable credential ecosystem, connect with open-source and interoperable technology, and create a digital democracy innovation demonstration that aligns with international standards.

Expected Collaboration with Global Multistakeholder Organizations

The Digitization Department states that Taiwan will inventory and participate in activities of multistakeholder organizations on a global scale, actively engage in advancing international standards, and enhance the effectiveness of digital citizen self-governance and digital diplomacy. Taiwan will also strengthen the digital process of standards interoperability, including participation in activities of the World Wide Web Consortium (W3C), FIDO Alliance, and global decentralized autonomous organizations (DAO), ensuring influence and participation in the international digital democracy arena.
